Difference in the use of fields FreeText (1-16) and ArticleF

Good day, colleagues!
How do this fields set up is clear. It is clear that a number of fields FreeText reserved for use in ITSM.
I would like to understand whether there is a difference in the use of fields FreeText (1-16) and ArticleFreeText (1-3) ideologically. How does it meant to be.
While I do not see the difference or something overlooked? :?
Question rather than a cognitive practice, but none the less.

If you understand the difference between a Ticket and Article, this should be clear. Articles are the components of a Ticket, so FreeText attaches to the appropriate level.
OTRS 6.0.x (private/testing/public) on Linux with MySQL database.

Intuitively, the difference seems to be obvious, but for example if these fields are placed on the screen for entering the new phone ticket, then the difference is lost, they look the same! :?

Well, yes, but that's because even the first entry *is* an article.
OTRS 6.0.x (private/testing/public) on Linux with MySQL database.

Basically, you may have a separate, different entry for ArticleFreeText for each and every article, though it may appear just the same way as any other input box on a given form. Changing a TicketFreeText applies to the whole ticket, and is stored per ticket.
