i'm running OTRS on windows machine, iis and mysql on the same machine.
do you think this will handle 700 customers+10 agents to log in?

it's not the number of people, it's the number of expected tickets, their attachments, and frequency.
Tell us your expected number of tickets created per day and we'd be able to give you a better answer, but the short answer is, "Sure, why not?", though I'd think about upping the RAM if you feel it's not snappy enough.

Well, more RAM would only make sense when mySQL is installed in 64bit version.
In case you installed OTRS from .msi and use its 32bit mySQL version it will not make use of it.
I am running my Systems on Linux and handle up to a thousand tickets a day with about two thousand open tickets, handled by 20 - 30 concurrent agents.
2GB RAM, 2 Cores
