Which OS? Which Perl version? Can you install Time::Piece manually?

One more thing, the reloaded HTML is oddly formatted. For example, there is a lot of white space that was not there in the original. Is there anything I can do to retain the original formatting?

You shouldn't hijack old threads that are about different subjects. You should open you own Thread.
Back to your problem: Did you find any messages in the logs (OTRS and webserver)? Are the additional whitespaces only in the HTML source or in the rendered HTML (normal view)? Did you check with the browsers' developer tools if there are any errors? Which version of OTRS? Which browser? Which OS?
