I have installed the win32 Aspell on OTRS 2.4.8 on a windows web server 2008 machine. Its running apache and activeperl with all required perl modules. I have followed the setup for the spellchecker and it does work, by offering corrections to misspellings, when I click on submit, a warning box states message must be spell checked. I cant get out of this as when I disable the spellchecker, the icon does not appear on the message screen BUT when you click on [submit] the warning still appears. This prevents us sending any messages.

under Ticket -> Frontend::Agent look for Ticket::Frontend::NeedSpellCheck: and set to NO
