what does fqdn do and how do i set it?

FQDN = Fully Qualified Domain Name. (edit in Config.pm)
It's probably not ideal to install OTRS on your laptop, because it's designed to run as a web server and be accessed via web browser. The FQDN would be what you'd type in the browser to connect to the OTRS install on a server: http://FQDN/otrs-web

i am to install it on the server after testing it, i installed it on the laptop first to test it.

The FQDN is a system variable that is later used in messaging. So, as a test, it is fine to install it on your laptop. The only real time this comes into play is if the customers should use a link to get to the customer front-end.
