OTRS Default Interface Languache does not apply

Hello, I want to set the default language for agent and client to be Bulgarian. When I change the DefaultLanguage to "bg", nothing happens. Also try adding $Self -> {DefaultLanguage} = 'bg' in Config.pm.
Any guesses?

Changing the setting 'DefaultLanguage' to 'bg' in the system configuration is enough.
Changes will only apply to new users, as old users already have their preferred language set.
