I need help with configuring a new dynamic field to be displayed during ITSM new change request ticket.

Where exactly want to display the dinamyc field?
AFAIK Itsm change involves a lot of options and your request is not concrete.

Your Dynamic Field must be a Change Dynamic field, not a Ticket, Article, etc ...
It can be a Change or Workorder DF.
If you want it on ChangeAdd or ChangeEdit, you'll want to put that within ChangeAdd/Edit###DynamicField in System Config.

Thank you it has worked i created an ITSM dynamic field then added it under ITSM change management ChangeADD#Dynamic Field
