How to create plus and minus time (time unit) for tickets

Dear All,

Does anyone know how to input plus and minus hours and minutes drop-down option on pending tickets field on version OTRS 6?

On my company previous version OTRS 3, they have the option to add or subtract time on tickets time spent when they are pending the ticket. I would like to know if anyone has any idea how this is applied. I check my company previous config file and still have no luck finding this config.
