Error when install FAQ, Survey...on 4.0.2

Hi!
When I try to install additional packagies as FAQ, Survey, ITSM an error ocurred (see screenshot):

This error is same for all packagies - FAQ, Survey, ITSM...
At morning there where another error for all packagies - about SQL error
This attempts where on new clear installed OTRS 4.0.2
What's wrong?

Do you have installed TimeAccounting? Did you delete it? Which way?

This error I get while installing FAQ.
On ITSM installatiom - the same error: Found no $GroupID for time_accounting!

Again:

Do you have installed TimeAccounting? Did you delete it? Which way?

The error message is triggered by a toolbar module that comes with TimeAccounting and time_accounting is a group created when TimeAccounting is installed.

No Time Accounting package not installed.
There are no any packages installed. It is clear system. Added some agents & customers in OTRS DB.

How did you install OTRS? Did you copy any files? And the error only occurs when installing a package?

That's strange. Neither stock OTRS (https://github.com/OTRS/otrs/tree/rel-4 ... utput/HTML) not FAQ/ITSM has a Kernel/Output/HTML/ToolBarIncompleteWorkingDays.

How do you install the packages? Do you upload them or do you use an online repository?

Error while installing packages from online repository. OTRS installed on new clear server from RPM for SuSe. ITSM downloaded from FTP as .opm
If I try to install ITSM - the same error about time accounting.
P.S. Download FAQ-4.0.1.opm and try to install from local repository - all the same!
