Hello,
I see that there is two available version: 3.1.10 for Linux server and 3.1.9 for Windows Server. Can we use the Windows version or it is preferable to use Linux version ?

There is or will be OTRS 3.1.10 for Windows too, both are always kept up to date.
You can use both, OTRS for Windows or OTRS for Linux.
If you can choose freely I recommend the Linux version. Linux is free and open and you will find more help for the OTRS Linux version. Since the Windows OTRS version is based on the Linux one the later may run even more stable. Last but not least the total cost of ownership for Linux is usally less than the TCO for Windows.

But if we would like to develop new feature in OTRS, I think the best is to use Linux version, because for now, the version is 3.1.10 instead of 3.1.9 for Windows version?

When/if 3.1.11 is released, you will need to adjust your code for that as well.
OTRS 6.0.x (private/testing/public) on Linux with MySQL database.
