Not knowing that agent notifications are being sent by default, I had deactivated the email preferences panel from the preferences screen. Now I tried re-enabling it, so agents can deactivate notifications, but there is only an empty tab labeled Email Settings, with no content.
I have not found the setting where I could re enable that module (not just the tab where it would reside). Is it possible that it has disappeared somehow? And is there any way for me to re-enable it?

You were looking at the Frontend settings, you need to go to the Ticket settings:
SysConfig => Ticket => Frontend::Agent::Preferences
SysConfig => Ticket => Frontend::Agent::Preferences
