After installing and running installer.pl there is a license text. The text is editable, so I can change it and agree with license of any type I want

Maybe you misunderstood me? I meant that you have a possibility not to agree with GPL license.

True, and I apologize for not including in it. I'm reasonably certain OTRS is not unique in that respect (you could theoretically edit the license.txt on the source code), unless you mean the text is editable inside of the form display itself, which then is a bug.

Exactly so. I mean web form that you visit in the browser after installing OTRS into operation system.

Thanks for pointing this out. I've raised a bug (http://bugs.otrs.org/show_bug.cgi?id=5478) and it's addressed in upcoming OTRS 2.4.8.
