Hello.
What is the CustomerPanelUserID param used for? I see it has a default of '1' (for root@localhost).
Also, when should a user other than '1' be used?

the option you're finding in the SysConfig is used for the actions carried out via the customer panel (customer.pl). A customer user can create a ticket, and can create follow-ups and such. But if you look in the ticket history you'll see that user id 1 (root@localhost) or whatever other user ID you punch in this option in SysConfig is used.
So if you want you can define a separate user in OTRS and then use it's user ID to be able to see in the tikcet history explicitly for instance which status updates came in via the Customer Panel.
