Here I am a new user of otrs 6 community edition, more precisely students who try to learn using help desk application. I want to ask something, whether I can do as the following case:
Say there are 5 incidents with the same type of service, when a user makes a sixth ticket with the same type of service, the system will automatically generate a ticket with a problem type and assign it into a problem queue. can it be done in otrs?

Yes, that can be done with a custom postmaster filter (google should show some examples).
