We need to use OTRS for B2C mailing purpose, When we get any email from customer,their id should be saved,then we can select their ID for new ticket.
Kindly advise me this option to enable.

So you want to save an email address as a customer when the email address isn't already in the database? That's not possible with stock OTRS. You need a postmaster filter module for that (that needs development).
