Is there a possibility to create a postmaster filter that sets the service or the queue by id and not by name?
From time to time we change the name of a service or rearange them by making a sub service a top level one.
Is there an postmaster filter to set the Service-ID like X-OTRS-ServiceID? Or do I have to add that Header to the /opt/otrs/Kernel/System/PostMaster/NewTicket.pm file?

You need to add those headers in the SysConfig PostmasterX::Headers and add some code in Kernel/System/PostMaster/NewTicket.pm to handle those cases...
