LoaderCacheDelete task and apache restart

Hi,

I've setup KIX4OTRS5 and everything runs fine so far. But there's one thing I don't understand.

Every Monday morning I don't see the yellow KIX4OTRS5 theme after login but the black default theme. If I restart apache I see the yellow KIX theme. It seems to be due to the LoaderCacheDelete cronjob running every Sunday.

My questions:
1) Why is it required to delete the loader cache regularly? Shouldn't the cache be valid until install updates?
2) Why do I need to restart apache? Maybe configuration problem?
