Get your Daemon to start first,
I had similar issue when I patched from version 5.0.20 to 5.0.26, queue was there but I couldn't seen,
I logged in as root, and then logged back in with my admin account, and worked, but no one give and answer why that happen.
Worth trying.

I found answer to my question,
It is Accounts::Purchase Team::Bravo in case someone else will have that issue need to use "::" as a separator for sub queue.

Try go to Ticket::Frontend::AgentTicketEmail###ServiceMandatory and select Yes. Default is no. Make sure new field is selected as 1 enabled not 0 disabled, Hoverer you created extra service tab

I had same issue on test system and what I did I install this module:
sudo apt-get install libdatetime-timezone-perl
