Hi,
I have created some extra free text fields and one freetime. I have enabled them in the agent area specially when they create a new phone ticket. These fields are located and the end of the form. I want to put one of them at the begining. Can i do it using the interface? or is necessary to edit the page code?

You have to edit the corresponding .dtl file. Check the forums and help for how to create own themes first. If you created one, copy the .dtl file and alter it.
It's really not complicated since the .dtl is mostly simple html. As far as I remember the option to alter the sorting of freefields is allready prepared somehow.
