We have two departments for which we have created groups\queues. However we do not see a way to split incoming tickets to different 'New Ticket' queues. So right now both mailboxes and departments see the same new tickets.
Is there an option present for multiple new ticket views, or perhaps a way to only show new tickets from their mailbox to that department group?

I think you can use Acls for configuring that. Check the admin book for further information.

You can setup some Postmaster Filters in order to place incoming emails into any specific queue.
