I'm trying to change the owner of about 300 locked tickets by using bulk action. But I always get an error when doing so. This is the error message I get when I try to use bulk action on 3 of these tickets (doesn't matter which tickets I choose, I get an error when the ticket is locked):

The error messages even says that me not being the owner of all these tickets could be the problem. But why? I'm the administrator and have full privileges on all queues.
OTRS version is 5.0.21
