If subject or body of note is filled, the other field shouldn't be mandatory

I struggle with the "duality" of subject and body for a note.

I want neither subject nor body to be mandatory for the agent, but whenever the agent fills out either subject or body, then the other field (body or subject, respectively) becomes mandatory.

How do I "decouple" these two fields?
