Too many connections issue

Hello all

When I tried to login to my OTRS 5 it returned the "Too many connections" error.

So I ran "top" command on my Debian and I saw that there is many many processes named "/opt/otrs/bin/cgi -k start" consuming the CPU.

Some of you faced similar issue before? Thank you in advance for any tips.
