Admin settings not persisting

Hi there,

We've recently upgraded from 2.4.7 to 3.0.7. Our OTRS is hosted on a windows server so the following route was taken to upgrade as described in the upgrade guides:
  • We backed up old config files and the database,
    Installed a fresh OTRS 3.0.7,
    installed used modules onto clean 3.0.7 system,
    imported the old config files and database
    re made template designs for the new system.


Everything is working fine except for two issues: admin setting changes made in the backend of OTRS do not persist on save and tickets are aging out of work hours.

These issues seem to imply deeper problems that must have occured at the time of upgrade but I am stumped because everything else is functioning well. I'd be very thankful for any advice or tips that would point me in the right direction.
