Change of URL

After installing OTRS we decided to change the URL to be
www.website.com/tops/index.pl instead of www.website.com/otrs/index.pl or just remove text in between the /

I have try following the guide at http://forums.otrs.org/viewtopic.php?f=60&t=9329

Can someone tell me where I can change this properly our OTRS installation?

Were running OTRS 3.0.8 on a windows server 2008 R2.
