is there any way to set fix sorting by column changed for all users in dashboard in open tickets?

1. Go to SysConfig Ticket → Frontend::Agent::Dashboard
2. Change settings for DashboardBackend###0130-TicketOpen
3. Set Attributes to StateType=open;SortBy=Changed;;OrderBy=Down;
