Fire notification on Link Created

Is it possible to fire a notification on event LinkCreated. E.g. when I link a ticket as a child to already created ticket I want to warn Parent ticket owner that another ticket is linked .

I need to do the same thing ... Originally I was trying to show the linked ticket on the customer interface (not hyperlinked or anything just plain text) but I quickly realized it would be significant code change (unless I am wrong ?!) so now looking at sending a notification but still investigating how this can be done ...

My main requirements is to show Customers linked tickets on the Customer.pl interface, in an email or in an external-note they can view

any idea??
