I just want to ask, what could be the reason why the RAM is already full but
when we reboot the system of OTRS, the RAM will used half of the memory.

The only user that we have are 4-9 agents per day.

You need the credentials for a user who has the permission to see the ticket. The webservice does the same permission checks as the web interface.
