Ok so I gave another look at the folder permissions and it turns out I didn't have them all. So I gave myself full control of the OTRS folder. I gave it another shot at the DBUpdate-to-3.1.pl and is running smoothly so far, I'll take a while to finish since i have a big DB. I'll post my results later.
